  Halifax County Supervisors are expected to make a decision this evening on a request from Tony Powell for a conditional use permit which will allow him to operate a recycling center on Allen Trail in ED#2.
County Supervisors had delayed action on the request to wait for a report from the highway department to address the impact of traffic on the rural road.
The report from the highway department states that “based on the traffic projections provided by Mr. Powell, we do not anticipate any adverse effects to the roadway system as a result of this operation.” However, during an earlier public hearing there was significant opposition to the operation, as well as a lot of support for it.
The Board will host three public hearings when the meeting begins at 6:30 p.m. in the second floor meeting room of the Mary Bethune Complex. The first of those focuses on a request for a conditional use permit in ED#3 on Doug’s Trail some two miles down Route 678 below Sinai School from Christopher W. Easley which will allow him to operate an automotive body repair and paint shop. County Planners are recommending approval of the permit with 14 conditions attached.
The second public hearing focuses on another request for a conditional use permit which would allow Tom and Mary Pittard o operate an automobile repair service in ED#4 on Charles Lane. Planners also have recommended approval of this permit with 13 conditions attached.
The third public hearing on a request from Malcolm “Mac” Ragans for a rezoning of 13 acres in ED#6 and an accompanying conditional use permit is opposed by Planners, who recommend denial. Planners heard a great deal of opposition from members of the Route 704 community during their public hearing last week.
In other business tonight Supervisors are expected to give final approval to the upcoming Fiscal Year $103,396,346 budget for July 1, 2007-June 30, 2008. The budget calls for a real estate tax increase of seven cents per $100, raising the rate to 48 cents. The personal property tax rate is set $3.30 per $100 value and the machinery and tools tax at $1.26.
Finally the Board is expected to set public hearings on three new land use applications for the August meeting (the Board will not hold its regular meeting in July).
