County Supervisors will hold their annual Six Year Plan public hearing
with the members of the local highway department this evening beginning
at 6:30 p.m. in the second floor meeting room of the Mary Bethune
Complex. The purpose of the hearing is to receive comments on the
Revised Six Year Plan for the county and the 2008-09 priority listing
for improvements which include work on the bridge deck widening on
Route 642, Meadville Road, reconstruction and replacement of bridges on
Wolf Trap Road, Route 716, and reconstruction of Howard P. Anderson
Road, Route 626.
They will also receive requests for rural additions to the secondary
system of roads for the upcoming year with work proposed for Route 817
from Route 658 to dead end; on Route 895 for nearly a half mile; on
Route 897 and on Route 717 from 716 to dead end.
Supervisors, however, have one public hearing on their agenda prior to
the road hearing. That first hearing focuses on a request for a
conditional use permit from Gene Comer and Kathy Brown which would
allow them to operate a general contracting office on the west side of
Loftis Road, about a quarter mile south of its intersection with
Whitlow Trail in the Cluster Springs area. County Planners are
recommending approval of the request.
Board members are expected to receive a report from the Fairgrounds
Committee headed by ED#5 Supervisor James Edmunds. That report will
propose fees for the rental of the grounds as well as regulations for
its use.
County Administrator Bryan Foster will relay to the Board action taken
by South Boston Council members who have asked that joint meetings of
the County and the Towns of Halifax and South Boston be changed from
bi-monthly to quarterly, thus reducing the number of joint sessions
from six per year to four.
The County Administrator will also advise that a request has been made
to move the Meadville Election Precinct from the Meadville Elementary
School to the Meadville Community Center. A public hearing on this
matter is required before action can be taken.
The Board will also receive a request from Pacific Headwear asking that
their performance agreement with the County be satisfied and the local
Industrial Development Authority concurs with their request. Pacific
notes that their employment is slightly less than projected, but they
have substantially more capital investment than the agreement calls
for.
Supervisors will also review their budget calendar which calls for a
work session next Monday evening and a public hearing on the school
budget with School Board members on March 17. On March 31 Supervisors
will held a public hearing on the full County budget and then another
tax rate public hearing on April 3. During their regular April 7
meeting the Board will adopt the budget and set the tax rate for the
coming year.
The Board also has a number of appointments to make including two to
the Industrial Development Authority. One of the members, Lisa Kipps
Brown is eligible for reappointment while the second Jack Slagle is not
eligible for another term. Both of their terms expired at the end of
January.
Three vacancies exist on the Recreation Committee, in ED#1, ED#2 and
Ed#4 and there is a vacancy in ED#2 on the Economic Development
Council. Also Ray Wallerís term on the Planning Commission expired at
the end of January and the terms of C.H. Wilborn and Lowell Brewer
expired on February 1.
