South Boston Town Council will hold its monthly work session this afternoon
beginning at 5:45 p.m. in Council Chambers on Yancey Street with a very
light agenda.
Mrs. Jenny Wilkins of 102 Merritt Street is expected to ask members of the
Current Issues Committee to close an alley which is Garland Ricketts was
elected on Thursday morning by his peers on the Industrial Development
Authority (IDA) to serve as the group’s new chairman for the coming year.
Bill Kelehar was elected to serve as vice-chairman with John Bosiger elected
secretary-treasurer and Marcus Hargrave as assistant secretary-treasurer.
Authority members voted to share the expense of additional parking at the
expanded ABB facility on US 58 by pledging $67,739.50 for the project. They
are seeking the other half for the extra 88 parking spaces from ABB.
Members were advised that the foundation for the new facility is being laid
and that the building size has been reduced slightly in order to stay within
budget. The original contract price with the J. E. Burton Company for the
new building is $12,912,314 which does not include site work.
Authority members also reviewed the state’s “Right Now” program which
demonstrates the steps needed for economic development groups to provide
“shovel ready” sites for industrial prospects of which 70 percent want an
existing building ready before committing to locate in a community. The
group asked IDA staffers to go over a check-off list of the steps necessary
to meet the program’s requirements, citing the Georgia-Pacific property as a
leading prospective site for business and industry.
Members were also advised that the County’s application for “enterprise
zone” designation is due on October 1 and a committee comprised of County
Administrator Bryan Foster, South Boston Town Manager Ted Daniel, Tamyra
Vest of the South Boston Economic Development Office, Patsy Vaughan of the
IDA, Assistant County Administrator Jerry Lovelace, Robbie Love of the
County staff and IDA Director Mike Eades have been named to study the
details of the designation and make a recommendation to the governing
bodies.
A motion by member Jack Slagle to pay members of the IDA for their services
was defeated on a 3- 1 vote. Slagle said he felt the time Authority members
spend transacting the business of the county should be compensated or at
least mileage paid for their services.

Finance Committee members will review the Town’s monthly financial statement
and then Council will formally convene to approve the upcoming $14 million
budget for FY 2007-08. The budget calls for no tax increase at the current
19 cents per $100 assessed value and no fee hikes for water and sewer
services. The budget includes a 2.5 percent increase for Town employees and
money for the collection of residential trash for the coming year. It does
not include funding for the collection of commercial trash for business and
industry.
Council is also expected to formally recognize the South Boston Lions Club
