Ten County residents came to the Board of Supervisors on Monday night
asking for improvements to their secondary roads. Several of them
indicated they had been to earlier public hearings on road
improvements, but had as yet to see any results.
Tammy Hayes of Old Mill Road in ED#3, who explained that the 1.25 mile
road on which she and 37 other individuals live, "is in poor condition
and has a dangerous 'S' curve which makes it unsafe for travel." Hayes
said she understands that three of the landowners along the road have
not been willing to give the right-of-way needed to improve the
roadway, but she noted that she was representing 14 landowners who are
seeking improvements to the road. "We've been coming here for over 13
years." asking for improvements she said.
Clare Ferrell of Riverdale in ED#8 told the board that there are nine
houses along Memorial Drive which is filled with potholes where
residents have been putting bricks to fill in the holes
Dick Stoneman of White Oak Drive in ED#7 asked that the state take in
his nine-tenths mile road which has 14 houses and 18 school age
children living there. He pointed to the fact that the area has
relatively high priced homes and is a good tax base for the County. He
also noted that landowners would be happy to donate the necessary
right-of-way for improvements.
In ED#6 Randy Bailey asked that Gilmore Trail, which he described as
"going nowhere" be abandoned and Sawtooth Road, which has three homes
on it, be graveled.
Anita Carden of ED#5 asked that G&T Lane, a two-tenth mile stretch
between 716 and 720, with four homeowners located there, be taken into
the state system. She said the issue of right-of-way donation of land
would present no problem.
Appearing again this year was Ida Terry of ED#2 who said the stretch of
Route 716 between State Route 360 and 344 is very curvy and needs to be
widened. Two residents in ED#1 asked that 744 and 838 be improved.
Regular construction projects for the coming year include bridge
widening and reconstruction of the existing roadway on Meadville Road,
Route 642, the reconstruction of roadway and bridge replacement on Wolf
Trap Road and the reconstruction of Route 626.
Unpaved roads which are listed for improvements in the coming year are
Route 817 from Route 658 to dead end; Route 895 for 0.48 of a mile to
US 501, Route 897 from Route 658 for 0.35 mile and Route 717 from Route
716 to dead end.
Resident Highway Administrator Joe Barkley explained that "financial
limitations from the General Assembly which is now in session could
change the proposed schedules at any time." He said Halifax County has
737 miles of secondary roadways of which 688 are paved, leaving 49
miles of unpaved roads. The County also has 148 bridges and culverts
which must be maintained.
The resident administrator also reported that a public hearing will be
held on April 24 on the proposal to close the Staunton River bridge
over Route 92 which he said had been found to be in "terrible
condition. We hate to close it, but we simply do not have the money to
bring it back up to standards," said Barkley. The road, according to
Barkley, has a 478 traffic count.
