Assistant County Administrator Jerry Lovelace, who retired in October,
was honored by County Supervisors Monday night for his 31 years of
service to Halifax County. Board Chairman William Fitzgerald, along
with all members of the governing body, presented Lovelace with a
framed resolution, noting his many acts during his tenure with the
County. In addition to a framed resolution of appreciation, Lovelace
was presented with a framed color photograph of the Halifax County War
Memorial on which he had  spent many hours of work.
The resolution commended Lovelace for his work in updating the County's
land use ordinances including the subdivision ordinance and specific
land use controls governing telecommunication towers. It also commended
his work in updating the County's Comprehensive Plan and his work on
various boards and committees, such as the Blue Ridge Regional Jail
Authority, the Southside Planning District Commission and the county's
Tourism Board and the Transportation Safety Commission.
In other business Monday night Supervisors named Supervisors James
Edmunds and Tom West to co-chair a committee they would name to bring
to the full board for its approval. The group will map plans for next
year's Halifax County Fair since the County will be closing on the
purchase of the property within the next several days.
Supervisors also approved a contract agreement with Cole Shows
Amusement Company to provide the midway for next year's event.
The Board also heard a request from officials with Virginia Carolina
Paving to reduce the amount of damages sought in their contract in  the
building of the VIR sewer pumping system. They asked that the penalty
be reduced by $17,000. The County has assessed damages of $53,000 due
to a 241 day delay in the contract completion.
  Mark Womble of Virginia Carolina explained to the Board that he felt
his company should not be penalized due to bad weather conditions and
delays in getting supplies and access to the use of some property. He
said they will accept a $35,000 penalty to resolve the matter. Womble
was advised that the County attorney and staff will respond to the
request after further study.
The Board also approved the changes suggested by the County Industrial
Development Authority for incentives of the Halifax Opportunity Fund.
ED#4 Supervisor Doug Bowman, who said he had worked with the IDA to
suggest the changes, said the changes "certainly do no expand the
incentives, but rather add some control over them."
Supervisors also set a public hearing to change the date for real
estate tax collection, thereby going to a semi-annual deadline which
would mean collecting one-half of the real estate taxes in June and the
other half in December.
By doing this, the Board said budgeting plans for the coming year would
have to be moved up by at least two months and next year they will have
to begin work on the 2008 budget no later than February.
Five men were named to the Community Criminal Justice Board: William I.
Oakes, Jr., Chief Magistrate for Halifax County, Bryan Foster, County
Administrator, Chief Jim Binner of the South Boston Police Department,
Captain Theodore Gilliam of the Blue Ridge Regional Jail and Joseph A.
Edwards, Executive Director of the Southside Community Services Board.
Lisa Fennimore was named to the Halifax County Improvement Council to
represent ED#1.
