News Tobacco Commission spurns request for school funding aidSoVaNow.com / March 08, 2010
County Supervisors have gotten the message that the Virginia Tobacco Commission will not help with local school funding. In February, during their annual two-day retreat, supervisors agreed with local school officials to pass a resolution seeking financial aid from the Commission for local school divisions facing deep state education funding cuts.The resolution was aimed at saving teaching positions and programs during what Superintendent of Schools Paul Stapleton termed the most “demoralizing” time he has seen in his 40 years in public education. But according to Supervisors Chairman William I. Fitzgerald, the county was quickly advised that it would be useless to pursue such a request since the Tobacco Commission would not entertain any such request for educational funds for K-12 schools. “We were told that the only thing the Commission would fund would be GED programs and scholarships for prospective community employees,” Fitzgerald said. County Administrator George Nester said he received a six-page letter detailing the strategic plan for the Tobacco Indemnification and Community Revitalization Commission. The strategic plan is used to establish appropriate recipients of Tobacco Commission money. That letter states that “Commission funds should not be used to supplant other state or federal funds for which an applicant is eligible, or to obviate applicant financial participation. Commission funds should not be used for operations costs. Commission funds should not be used for projects that indirectly affect economic revitalization (e.g. community, childcare and wellness centers, 4H, YMCA, YWCA or recreation initiatives, airports, local arts and cultural activities, historic preservation and retail development unless it is demonstrated that the investment will produce economic impacts from outside the Commission service area.” Tell-a-Friend | Submit a Comment 21Halifax News
