News Supes raise fees to fund Courthouse upgradesThe News & Record / July 02, 2009
The Board of Supervisors Tuesday evening hastily approved an amended ordinance that will allow the County to collect higher fees from court cases filed in the Halifax County Courthouse. The funds will be used to renovate and restore the historic old Courthouse, which is suffering from extensive mold and water damage both to its interior and exterior.The ordinance will allow the County to collect an extra $21,000 more in court fees than it currently does. Of that amount, $9,000 will come from increasing the law library fees and another $12,000 will come from the imposition of a new security fee. A $3 security fee will be assessed with each criminal and traffic case filed in Circuit or General District court in which the defendant is charged with a violation of any statute or ordinance, or with any civil action filing of $500 or more. With two members absent Tuesday, supervisors had to take action in the specially called meeting — which lasted only ten minutes — to meet the deadline for submitting the change to the state Supreme Court by July 1. The new ordinance will allow the County to charge the maximum amount allowable by the state for the law library fee, which will increase from $2 to $4. Currently the County collects some $9,000 in library fees. The ordinance, which becomes effective immediately, is an emergency ordinance which must still be advertised publicly and re-adopted at a regular meeting of the Board after it is advertised. Absent from Tuesday’s special meeting were ED2 Supervisor Tom West and ED1 Supervisor J. T. Davis. County Administrator George Nester reported to Board members that he has already begun advertising for qualified architects, engineers and planning firms to provide professional services for work on the Courthouse on an “as needed” basis.
