Council ponders adoption of Comp Plan 2030

South Boston Town Council will receive a recommendation from its Planning Commission asking that the revised Comprehensive Plan 2030 be adopted when Council meets tonight at 7 p.m.

The plan, which has been the subject of several community meetings and several public hearings, deals long-range plans for changes to three areas inside the Town.

It focuses on the area along North Main Street from College Street to Hamilton Boulevard which includes the former Washington Coleman Elementary School, which the Town hopes to renovate into a community center. Plans also call for the installation of historic signs and improved landscaping and parking areas.

The second area encompasses the Southern Virginia Higher Education Center and includes properties along Seymour Drive and Factory Street with a space at the back of Factory Street designated as the central green area for the Center’s campus with buildings along Main Street to be used for art galleries and upstairs areas for downtown residential spaces.

The Riverdale area, which has drawn the most attention, includes the high traffic strip from Watkins Bridge to the intersection of US 58 and 501. Business and property owners along that stretch of roadway have consistently voiced their opposition to the long range plan for that particular area which calls for transforming much of the flood prone area into a wetland nature preserve with walking trails and boat access for recreational use while relocating the businesses to another area. That plan calls for the Town to buy out property owners, only when they decide they want to sell.

Riverdale leaders have asked the Town to scrap the long range plan for Riverdale, and instead, adopt the short term plan which calls for the installation of street lights, improved parking and landscaping and general support of the existing businesses.

The meeting will take place at Council Chambers on Yancey Street.

In other business tonight Council members will respond to a request from Curtis Noland, Executive Director of the Southside Regional Juvenile Group Commission, who wants the Town to participate in the program along with Halifax and Mecklenburg Counties. Noland said he is not seeking financial help, but rather wants a representative from South Boston on his board.

Council will also consider any revisions that may be needed to the Town’s upgraded emergency operations plan.
