Council gets earful on Grove Ave. Park

South Boston Town Council on Monday afternoon responded to concerns of citizens living near Grove Avenue Park after having received a letter in which two residents complained about the loud, vulgar language and misbehavior they have witnessed at the park.

The writer of the letter said a petition was recently circulated in the neighborhood asking that the basketball courts at the park be removed in order to cut down on some of the objectionable behavior there.

Noting, however, that the park “is a joy for its open space, the picnic shelter and the playground equipment, including the basketball courts,” he asked if another solution might be feasible in improving the behavior at the park.

The writer also pointed out that major problems appear to come from cars that are parked on Grove Avenue. (See separate police report) The playing of loud music, jostling, bad language, sexual misbehavior, etc. create disturbances, he said, noting that oftentimes beverage bottles are thrown onto neighboring properties.

Council members pledged to look into the matter and try to find a solution to the problem.

In other business Monday evening Council members voted unanimously to transfer Lots 3 and 4 of Houghton Park to Halifax Regional Properties following a public comment period during which no one spoke to the issue.

Council also approved an amendment to the structural fill agreement it has with Full Circle Solutions dealing with the placement of fly ash. The amendment gives four lots from the town to Full Circle. Instead of a cash payment Full Circle will pay the Town a per ton fee for placing the fly ash and will transfer its interest in the four lots it owns to the South Boston IDA after a certain amount of the material has been placed.

Council members named Mark Foster to the Town’s Industrial Development Authority to fill the vacancy created by the expiration of Hill Felton’s term since he was ineligible for re-appointment. They also approved the appointment of Frank “Major” Wray to fill the seat on the Halifax County Service Authority which is being vacated by Leon Plaster and they approved the re-appointment of Fred Mistal for a second term.

Eric Roberts was re-appointed by Council to serve on the Southside Planning District for a second four year term.
