Budget still bleak, but looking better

With both houses of the General Assembly having announced their budget plans for the coming biennium this week, things looked a little better than earlier reported, according to Del. James Edmunds.

“While things are not good, they are better than we earlier thought,” Edmunds said late Tuesday after studying the budget put forth by the House of Delegates.

The local delegate, in whose district two state parks — Staunton River Battlefield Park and Twin Lakes Park in Farmville — were recommended for closure by Gov. Bob McDonnell appear to have escaped the axe. Edmunds said the budget of the House, and he believes the Senate, is not calling for closures of any state parks.

He said education cuts are not recommended by the House to reach the earlier estimated $7.2 million. The House, he said, is expecting to allocate $33,760,955 in state funds for Halifax County public schools, down from the $38,080,899 state contribution of last year. Local school systems will have the option of using buses longer and choosing those programs such as Pre K, At Risk and Early Reading for block grants from lottery funds. The Senate budget is proposing more funding for schools.

Edmunds said county sheriffs will be happy with the House budget which calls for only 1.5 percent cuts this year, but Towns will not be happy since the 599 funding for police protection will be cut statewide by $95 million.

Constitutional officers are also still facing severe cuts, he said, noting that commissioners of the revenue will lose 14.6 percent of their state funds, while treasurers will lose 18.5 percent. “If localities want to continue with the current system of commissioners of the revenue and treasurers as they have in the past, they will have to ante up the funds,” Edmunds said.

Commonwealth’s attorneys will also get five percent cuts, both this year and next, he said, under the House budget.

Medicaid funding for hospitals and nursing homes also proved a little brighter than earlier estimated, Edmunds said. The House is projecting some kind of sliding scale by which those areas most affected will get the smallest cuts, he said.
