News Battlefield Park, four other state parks, on chopping blockSoVaNow.com / February 18, 2010
Gov. Bob McDonnell announced on Thursday that he is proposing the temporary closure of five state parks, including the Staunton River Battlefield Park which joins Halifax and Charlotte Counties. The Battlefield Park, as it is better known, is one of five that the Governor has recommended for closure. Another of the five is the Twin Lakes State Park in Prince Edward County which also serves residents of Nottoway, Charlotte and Lunenburg Counties. If the General Assembly approves the Governor’s recommendation, the parks would be closed to the public by July 1 with only a skeleton crew remaining as caretakers until the budget situation improves. Del. James Edmunds said Thursday that he was unaware of the plans to close the parks until he was contacted by the media. Both the Battlefield Park and Twin Lakes lie within his district. Edmunds said it is his understanding that the state made an earlier agreement with Old Dominion Electric Cooperative to operate the Battlefield Park as a visitors center for the co-op. He said he is talking with ODEC officials to see what, if any, support they might be able to provide to keep the park open. According to Greg Eanes, a former resident of Crewe, the Battlefield Park is the cornerstone of a 17-county heritage driving tour (the Wilson-Kautz Campaign) and is fully integrated into the Virginia Civil War Trails program. Gary Waugh, a spokesman for the state Department of Conservation and Recreation, said the cuts were based on attendance figures, and the five parks recommended for closure were among the lowest in terms of visitation last year. The other three parks recommended for closure were False Cape in Virginia Beach, Caledon in King George County and Mason Neck in Fairfax. A report from the Department of Conservation and Recreation shows that the Battlefield park had the lowest visitation figure at 18,974 guests, but the economic impact generated by the park was $303,584. With a staff of eight, the DCR shows a savings of some $151,848 by closing the facility after paying for a caretaker to look after the park and after first quarter operations. If McDonnell’s recommendations are approved, a caretaker will have to be hired to oversee the protection of the park and the two current full time Battlefield staff members are expected to go to Staunton River State Park which now has three vacant positions. Visitors will not be allowed to hike the trails that connect Halifax and Charlotte Counties at the Battlefield Park as law enforcement officers will be on site to protect the facility until hopefully it can be re-opened as the economy improves. Twin Lakes Park had 102,020 visitors during 2009 according to DCR, generating $2,378,316 in economic impact funding. Mason Neck had the second highest attendance of the proposed closed parks with 88,996 visitors, followed by Caledon with 40,665 and False Cape with 34,346 guests.
