Eight individuals representing various local agencies and boards appeared before Halifax County Board of Supervisors on Monday evening to ask that their budgets not suffer drastic cuts in the wake of the economic downturn.Commonwealth’s Attorney Kim S. White told supervisors that she felt her office could sustain a reduction of some $21,000, but instead it and the Drug Prosecutor’s Office, which is under her jurisdiction, is facing over $48,000 in cuts. The Commonwealth’s Attorney budget is $629,675; next year’s funding is budgeted at $587,503, thereby reducing her revenue by $42,172. The Drug Prosecutor’s budget this year is $135,954, with the coming year’s funding totaling $119,914 — for a loss of $6,040. White told supervisors that if her office is to continue prosecuting all the cases as it currently does, she does not see how she can handle the $48,000 cutback. She noted that her office prosecutes cases that bring in revenue for the county, while also serving the public by prosecuting misdemeanor cases, training law enforcement and offering advice to law enforcement and magistrates 24 hours a day, seven days a week. Also addressing the Board was Rhonda Griffin, library director and Lisa Crews, chairman of the Library Board. They advised that the library has seen its state funding cut by five percent last year and cuts of five to ten percent are projected for this year, depending on what localities provide for the library. Both asked that supervisors do as much as possible to maintain the current level of funding. Patty Nelson also addressed reductions in operating funds for the Southern Virginia Higher Education Center, where she serves as finance director. Noting that the Center currently serves 1,371 students, Nelson said the state has cut its budget by some $450,000 over the past three years. Five of the Center’s staff members are funded by grants which expire in 2010, and those positions will have to be eliminated if new funding is not forthcoming. Also asking for consideration of their agencies’ fiscal plight were Karen Cameron of the Central Virginia Health Planning Agency, Dana Ward of the Virginia Cooperative Extension Service, Carlyle Wimbish and Dave Roberts of Old Dominion Resource Conservation and Development and Harold Carawan of the Roanoke River Basin Association. Tonight, supervisors will hold a public hearing on the recent reassessments beginning at 6:30 p.m. in the second floor meeting room of the Mary Bethune Complex. Board members are expected to hear more comment on budget reductions since the state is proposing cuts to the constitutional offices of the Commissioner of the Revenue by some $6,700; the Assessors office by some $28,500; the Treasurer’s Office by $11,600 and the Sheriff’s Office by some $267,700.
