Halifax Town Council on Tuesday night approved a resolution authorizing
the Town to submit an application for a STAG (State and Tribal
Assistance Grant) for construction of replacement water lines on Maple
Avenue and Canterbury Drive. The $232,615 grant can only be used for
construction of the lines and will need to be matched by $332,697 from
the Halifax County Service Authority, an amount which has been approved
by its board.
Town Manager Carl Espy pointed out that the lines along Maple and
Canterbury are old and not sufficient to handle the increased water
pressure that is expected after the new water lines are expanded and
the Webb Park water tank upgraded in the Centerville area.
Council also approved a resolution of support for the new State Route
360 bridge which will be constructed over the Banister River at the
northern gateway to the Town. Last week Resident Highway Administrator
Joe Barkley told Council that the bridge project is at the top of the
list of projects for the Lynchburg District.
The resolution includes a statement saying that the Town adopted its
Comprehensive Plan on July 10,
2007 and in it, it affirms that modern
roundabouts are preferred to signalized intersections, specifically at
the intersection of US 501 and State Route 360 at the northern end of
the Town. It also notes that a modern roundabout creates a significant
cost-savings opportunity to build the same needed pedestrian/bicycle,
vehicle traffic calming and environmental improvements in conjunction
with the new bridge.
Town Council also plans to hold a work session on the Comprehensive
Plan on October 24,
beginning at 5 p.m. At that time Council hopes to
set some priorities and schedules on what projects need to be addressed
first.
