Halifax County Supervisors have five public hearings on their agenda
for Monday's meeting which begins at 6:30 p.m. in the second floor
meeting room of the Mary Bethune Complex.
The first of those hearings focuses on a request to amend the County's
ordinance which deals with small wind energy systems. Don and Jenny
Hochstein are asking the County to grant them a conditional use permit
which will allow them to locate an anemometer tower to gauge wind
velocity and direction and a wind turbine tower to experiment with wind
power which would allow them to capitalize on the use of wind for their
own personal needs on their property in ED#3.
In recommending approval of the Hochstein's request, County Planners
suggested that conditions be placed on the Conditional Use Permit which
would limit the height of the towers to 175 feet and that natural
screening  remain with no signs be installed to identify the site.
The second hearing deals with a request from Doris Chism for a
conditional use permit which will allow her to expand the Pathways
Youth Services Group/Foster Home in ED#2 from the current five
occupants to eight. All the youth are ages of 12 to 17 years old and
they attend Halifax County High School. Ms. Chism said the home is
licensed by the Health Department annually and it is also licensed by
the State Building Code Office of Roanoke and was recently inspected in
2007 and passed with no violations. She is a registered nurse and all
the staff has first aid/CPR training and medication training which is
required by the state.
Several neighbors spoke in opposition to the Chism's request, citing
some unpleasant incidents which they say occurred earlier.
County Planners are recommending approval of the permit with some 11
conditions attached including having exterior lighting for security and
parking and adequate parking space and holding the permittee
responsible for the appearance of the site.
  The third hearing deals with a request from Arlene Gurganus for a
conditional use permit which will allow her to operate a day care
center in ED#6 on the south side of Philpott Road about one-half mile
west of its intersection with Industrial Park Road. County Planners
recommended approval of the permit with 12 conditions attached. No one
spoke in opposition to the permit.
Tonight's final hearing deals with an application from Cingular
Wireless for a 195 foot self supporting telecommunications tower to be
placed in ED#7 on the west side of Route 501 at its intersection with
Route 683, and Planners also are recommending approval of that
conditional use permit.
In other business for tonight's meeting, Supervisors will officially
recognize retiring Assistant County Administrator Jerry Lovelace,
citing his work for the County over the past 31 years.
Supervisors will also look at changing the County Code to allow for
semi-annual tax collections with one-half of the real estate taxes
coming due in June and the other half in December while personal
property taxes will remain due in December.
In new business Board members are being asked to consider the damages
caused by not finishing the sewer pumping system at VIR on time.
Virginia-Carolina Paving, which carried out the work, has submitted a
list of delays and change orders which held up completion of the work.
Also Supervisors are looking at formalizing a contract with Cole Shows
Amusement Company to have exclusive rights to amusement devices for the
Halifax County Fair in 2008.
Several appointments need to be made including one for the Improvement
Council in ED#1 and another for a spot on the Recreation Committee in
ED#1.
