Halifax host zoning hearing
 

The Halifax Planning Commission will join with members of Halifax Town
Council tomorrow night, Tuesday, November 13 at 7:30 p.m. to host a
joint public hearing on a request from Don P. Bagwell, Jr. to rezone
3.589 acres of land off Jackson Street from C-1 commercial to R-1
residential. The public hearing will be held in Halifax Town Hall.
According to Halifax Zoning Administrator Carl Espy, the property that
Bagwell seeks to rezone would be better suited as R-1 Residential than
the current C-1 Commercial zoning.
Following the public comment period, Council is expected to take action
on Bagwell's request. Bagwell is also asking that "Cliff Street," which
has never been opened and lies on the property, be abandoned.
Also on Tuesday, Halifax Council is expected to give approval of a
$1,000 check to the Town's Village Association to help defray the
expense of the Town's annual Christmas Parade. At Council's earlier
work session Carol Throckmorton of the Association told Councilmen that
last year her group returned the $500 the Town had allocated for the
parade when plans for the event fell through. She asked that Council
consider giving that back to the merchants group since they are
planning a Sunday evening, December 2 Christmas Parade at 6:30 p.m.
When asked about what the money is needed for, Mrs. Throckmorton
advised Councilmen that they have to pay any bands that may come (other
than the local one) and they have to pay expenses for those who enter
floats and "we even have to pay Santa Claus," she quipped.
Councilman Dick Moore moved to give back last year's $500 contribution
and add another $500 for this year to ensure that the association had
sufficient funding to carry out their project. Earlier in the day on
December 2, town merchants will host their annual Christmas Open House
activities.
Council is also expected to authorize the Halifax County Public Service
Authority to enforce all the provisions of the Town Code which deal
with providing water and sewer services to the residents of the Town.
Espy also noted that town water and sewer bills will be going out 15
days later than usual in order to coordinate billing dates with the
Town of South Boston and Halifax County when the Public Service
Authority takes over the water-sewer operations on January 1, 2008.
While the rates will be no higher, Espy pointed out that the bills will
cover 15 additional days in this billing cycle, consequently they will
be higher.
