Halifax Town Council on Tuesday evening gave its final stamp of
approval to the Town's Comprehensive Plan which has been under review
and study for the past several months. The Plan which is the first the
Town has completed since 1977 although that one was updated in 1995
serves as a guide for future land use planning and sets the stage for
important land development regulations such as those for zoning and
subdivisions.
The plan also spells out specific goals for the Town to be achieved by
2025. One of those goals focuses on neighborhoods which need to safe
and attractive, encouraging a variety of housing opportunities and
types for residents of all ages and for persons with special needs.
Another set of goals focuses on economic development which supports the
revitalization of the downtown as the heart of the Town  and which
establishes a sustainable and diversified economy that will provide
residents and businesses with stable opportunities.
Other goals focus on recreation and transportation and public services.
Nine residents of the Town were present for the public hearing on the
Plan prior to Council's approval and they heard Evie Sloane of Hill
Studio explain the methodology of establishing the Comp Plan and what
she sees as results of its acceptance. Town Mayor Leon Plaster thanked
Town Planners and Town citizens for their input into the plan, but
noted that it will take the cooperation of all to see that it is
implemented.
Council also approved a special use permit for Halifax Counseling
Center PLC to allow for home occupation (business operated within a
residence) at 100 Mountain Road in an R-1 residential zone. The permit
calls for no client appearance at the home, only telephone appointments
and consultations.
