South
Boston Town Council has a heavier than usual agenda for its work session,
which begins at 5:45 p.m. this afternoon in Council Chambers on Yancey
Street.
First off members of the Finance Committee will hear a report from Mr. John
Anzivino of the Springsted Company on a requested personnel classification
and compensation study. Halifax County has already undertaken a similar
study.
Finance members will also consider a proposal which clarifies that a portion
of the June 2006 $5 million public improvement bond issue will be used to
finance the closure of the town’s landfill at the end of this year.
Furthermore they will study the proposed six year Capital Improvement Plan
which is advertised for public hearing at Council’s upcoming February 12
regular monthly meeting.
Current Issue Committee (CIC) members will consider recommendations from the
Town’s Planning Commission following their January 10 regular meting. Those
recommendations include approval of a rezoning application from Founders
College Development, LLC to rezone 223 acres from R-1 to PD-R, Planned
Development-Residential.
A second recommendation from the Planners includes the regulating of
electric fences in residential zones and the necessity of survey plats being
required for the new construction of single family homes.
CIC members will also discuss the natural hazard mitigation plan and the
Riverdale Flood Control Study.
In other business Gene Haugh of Destination Downtown South Boston will
present a proposal for placing art sculptures in the downtown area.
Council is expected to formally convene to approve two resolutions seeking
grants from the Tobacco Commission. The first of those grants will be an
application for start up funding for the Halifax County Service Authority
and the second grant application seeks funding for the County’s Historical
Society for the Crossing of the Dan Project.
Council is also expected to enter into executive session to discuss a
personnel matter.
