After a thorough analysis of 44 recreation sites at its lakes, the U.S.
Army Corps of Engineers, Wilmington District, has identified six sites
for full or partial closure. The analysis was undertaken because of
continuing limitations on funding to operate and maintain recreation
sites throughout the nation.

In 2006, the Wilmington District conducted an in-depth analysis on all
44 Corps operated recreation areas at W. Kerr Scott Reservoir, Philpott
Lake, John H. Kerr Reservoir, Falls Lake and B. Everett Jordan Dam  and
Lake. The evaluation team considered : cost per visitor, backlog
maintenance, proximity to similar facilities, facility condition, local
impacts, and political concerns.  Based on this analysis, some areas
were identified for either full or partial closure.  The primary
reasons for closure were low usage and substantial backlog maintenance.
  These areas were also within 15 miles of a recreation facility that
could offer similar recreational opportunities to visitors who might be
displaced from the closing facilities.

The following recreation areas were identified for closure in 2007,
with the exception that the Jamison Mill at Philpott Lake may be kept
open through a partnership with County Government, the Corps, and a
newly forming private organization called "The Friends of Philpott
Lake." The Wilmington District is optimistic that this partnership can
be effective in keeping Jamison Mill open, and possibly also enhancing
facility conditions and recreation opportunities at that location.

The Corps is undertaking these closures as prudent cost-benefit
decisions to best provide the high level of service expected by
visitors to Corps lakes in North Carolina and Virginia.  While these
closures may inconvenience a few, the actions will help ensure the
maximum benefit for the most people.
